Why the acquisition happened
Scrums.com builds and operates software engineering for companies worldwide, and rigorous, independent research into software companies and technology teams is core to how clients evaluate engineering partners. TechLeaders.io spent years building exactly that research: structured evaluations of technology companies across 100 cities, grounded in client reviews and a consistent quality ranking matrix. Bringing TechLeaders into Scrums.com keeps that body of research alive, maintained and published rather than letting it go stale, and extends the research and intelligence capability of Scrums.com with a proven evaluation methodology.
"Coding agents make software engineering delivery decisions, and those decisions run on data — who builds well, where, and to what standard. TechLeaders spent years building that training data across 100 cities. We're bringing the research inside the software engineering orchestration platform."
— Gerald Neves, Founder & CEO, Scrums.com

The history of TechLeaders.io
Founded in 2018, TechLeaders.io ranked the top technology companies across the globe through categorised directories covering software development, web development, mobile applications, UI/UX design and digital marketing. Rankings were built on verified client reviews and evaluated against the TechLeaders quality ranking matrix: an analysis of each company's operational functions, client outcomes, delivery track record and service coverage.

The research database
The TechLeaders research database, including years of company evaluations, client reviews and ranking data, has been integrated into Scrums.com's AI intelligence layer — structured data on who builds well, where, and to what standard, the kind of signal coding agents and engineering leaders alike make delivery decisions on. Refreshed rankings drawn from this research are now published as Scrums.com Research, beginning with the recreated city rankings linked below and expanding as further rankings are refreshed. Going forward the TechLeaders data combines with the Scrums.com Heartbeat report series and Developer Intelligence data from the Scrums.com platform.
